The Eligibility Questionnaire (EQ) is the first step in the application process and where organisations meet Active Inclusion requirements, they will be added to our Approved Beneficiary List (ABL) and specific invitations to apply (ITAs) for project funding will be sent to them where relevant.

The EQ is designed to assess your organisation's suitability to run an Active Inclusion project -  at this stage we do not need to know the specific details of the project you may wish to deliver. That comes into play at ITA stage.

To be added to the ABL organisations must meet all of the eligibility requirements and pass a minimum score of 84% on the scored EQ questions. Guidance regarding each question and on the eligibility requirements are available on the application form.

The EQ application is the same regardless of whether you intend to run an Achieve project or an Include project, for over 25s or 16-24 year olds.

What will I be asked?

The first section of the EQ asks for organisational information such as operating structure, registered bodies that you may have registered with (primarily the Charity Commission and Companies House registration number and registration date in most cases), a description of your general organisational aims and objectives and information regarding your staff structure.

Later on in the application you will be asked to select the client groups you wish to work with on a future Active Inclusion project.

You can choose from the list below:

  • Young people aged 16-17
  • Young people aged 18-24
  • People with Low skills
  • People with Work Limiting Health Conditions
  • Carers
  • People from Jobless Households
  • BAME individuals
  • Those aged 54+.

Applicants must demonstrate that they have an understanding of the barriers faced by the target group they wish to engage with and how the provision they can offer will address these barriers.

Relevant examples must be provided to demonstrate actual experience of working with each client group or alternatively you can describe firm plans that are in place to work with each of the groups.

You will also be asked to choose the areas which you intend to recruit participants from.

We require you to show us that you can receive referrals of participants or that you have participants ready to engage with the project and also that you are able to refer individuals on to a variety of opportunities.

The link organisations could be local volunteer centres, other charity and community groups, the local Job Centre Plus, Careers Wales, local colleges and employers. Please describe specific links

If you do not currently have these links in place, you will need to explain how you know you will have these in place in the near future.

You will also need to demonstrate that you have the support from the identified community.

When discussing geographical areas and participant groups you will need to tailor your answer for each one selected, rather than providing a generic and identical answer for each one.

Later on you will be asked to select your funding levels:

• Level 1 will fund projects of up to £25,000 (Include only)
• Level 2 will fund projects between £25,001- £75,000
• Level 3 will fund projects between £75,001 - £150,000
• Level 4 will fund projects between £150,001 - £400,000

*Although there is not an option to select level 5 funding, there is level 5 funding available - You will only be considered for level 5 funding at grant application stage if you are approved for level 4 funding at eligibility questionnaire stage.

All of the above include match funding (your contribution towards the full project cost).

We will ask you for your financial accounts and will use the account information provided to conduct a financial appraisal to work out how much funding we will be able to grant your organisation at ITA stage.

In the final part of the application you will be asked to demonstrate how your organisation has helped to tackle poverty and social exclusion on previous projects (again if your experience is limited you can describe future plans), how you currently contribute to strengthening the third sector (or plan to do so in future) and how you have ensured the effective management of previous projects and contracts (or how you would do so on future project), financially and in terms of key performance indicators.  We will ask you to be specific when discussing link organisations and past projects.

Required Documents:

You will need to submit a number of documents and policies to support your application including your:

  • Governing Document (this may be a Constitution, Memorandum and/ or Articles of Association, etc.)
  • Health and Safety policy
  • Environmental policy
  • Welsh language policy (if you don't have one you will need to answer an additional Welsh Language question)
  • Code of Conduct
  • Anti-Bribery policy
  • and your Conflict of Interest policy
  • data protection policy

We can provide examples of suitable documents and advice sheets for organisations that may not have all of the information requested at the moment - but they are all required.

All of the above documents submitted to us must be physically signed and dated by two members of your board and management committee, scanned in to PDF format. Digital signatures can also be used but please do not insert images of signatures.

You will need to submit financial information (your most recent three years of accounts or forecast accounts for new organisations under 12 months old).

If you have a copy of your staff structure, please upload this.

We will also ask you to submit evidence of Public and Employers Liability insurance and any certificates your organisation holds and explain how you work towards the principles of quality assurance (Investing in Volunteers, PQASSO, Investors in People etc.). If you do not have quality assurance certification a reasonable description will suffice.

eTender Wales

All EQs must be submitted through the online e-tender system: https://etenderwales.bravosolution.co.uk/home.html .

To submit an EQ, organisations must create an eTender profile account. All EQs will be submitted electronically - there is no paper alternative.

Applications may be submitted in Welsh. The Welsh version is available on eTender Wales. Any application submitted in Welsh will be treated no less favourably than an application submitted in English.

To access the EQ you may need some reference numbers which are as follows:

  • The project code is 30387
  • The EQ code is (Welsh) 32653, (English) 32652

Rolling Process:

The questionnaire is open on a rolling programme - each EQ round is open for a month and when it closes a new one automatically opens.

After each closing date we assess the applications and provide notification of the outcome in the month that follows via the eTender messaging function.

Once you are on the ABL you will stay there for the duration of Active Inclusion - if you want to add further participant groups or geographical areas you can by submitting a new EQ in the same way. You can also request additional funding levels.

Don't be put off if you fail - you can apply again and we can provide feedback to help you to be successful the second time round.
